The one with the foam filter connected from the Air cleaner to the Back end of the Valve cover won't have a valve. On the PVC valve hose, make sure the 1/2" hose going from it to behind the Carb isn't rotted on the far side from heat. It will throw off the vacuum system and won't pull air from the valve cover.
